| CONSTITUTION OF THE UNION UNIVERSITY AT CHENTU.
(As revised by a Committee of the Temporary Board of Management, December, 1908) 1.- NAME. English- The Chentu Union Christian University. Chinese-Hwa Hsi Hsio Tang. 2.- AIM. The object of the University shall be the advancement of Christian truth, by means of higher education in West China, (a) By providing such facilities for the education of those connected with the various Missions in West China, as shall enable them to take their place among the educated classes of the day; (b) By affording means for the higher education of Chinese youth of all classes. 3.- ESTABLISHMENT. The University is established, in the first instance, by a Union of the four following bodies- American Baptist Missionary Society, Friends Foreign Mission Association, England, Missionary Society of the Methodist Church of Canada, Missionary Society of the Methodist Episcopal Church, U.S., each founding a College therein. 4.- COLLEGES. (a) Each body founding a College must provide for the accommodation of its teachers and students. (b) The students of the Colleges shall be entitled to enter for Course of Study and Examinations, provided by the University, subject to their conformity to the rules connected therewith. |

本校以“借高等教育于华西地区弘扬基督教真理”为总目标,具体途径如下: a) 为华西各差会有关人员提供教育设施,使其跻身当代受教育阶层; b) 为各阶层中国青年提供高等教育机会。
本校最初由下列四差会联合创立,各办一所学院: • 美国浸礼会差会 • 英国公谊会国外传道会 • 加拿大卫理公会差会 • 美国美以美会差会
a) 各创办差会须为各自师生提供住宿与教学场所; b) 各学院学生凡遵守本校规章者,均可报读本校课程并参加考试; |
| (c) The Management of the individual Colleges shall be independent of the control of the Senate, so long as their rules are not contrary to the provisions of this Constitution.
(d) Each College shall make an annual contribution to the University Funds, proportionate to the number of its students; this amount to be the share of the University in the students' fees. (e) Each College shall provide, as far as possible, and place at the disposal of the University, such facilities for teaching purposes as may be required by the Senate of University. (f) Each College shall also be required to set apart one, or more, men, to give the greater part of their time to University teaching, under the assignment of the Senate, and in such manner as it may direct. (g) Each College may make such provision for the religious training and teaching of theology as may be required by its Board. Colleges may make arrangements among themselves for the attendance of the students at any theological instruction which may be desired. 5.- AFFILIATED COLLEGES. Colleges which are not integral parts of the University, being founded by Missions, and conforming to the standards and rules laid down by the Senate, may hereafter be admitted by it. Such admission shall not include membership in the Union on the part of the body founding the College, but the students from such Colleges shall be permitted to take the examinations and receive the diplomas of the University. 6.- CONTROL. (a) The University shall recognise the bodies participating in the Union as having joint control in matters of policy and constitutional changes. (b) This control shall be exercised through a Joint Commission, constituted in the Home lands, consisting of five (5) members appointed by the Board of each participating body, to represent them in all correspondence and conferences relating to the University. The Executive Committee of this Joint Commission shall consist of two representatives of each of the participating Boards. |

a) 本校确认参与联盟之各差会,对政策及章程修改享有共同控制权; b) 此控制权由设于母国之“联合委员会”执行,每差会指派5人组成,其执行委员则由各差会各派2人组成; |
| (c) In all ordinary affairs, decisions of the Senate may be put into effect immediately after being arrived at. Where, however, any new principle is involved, upon which one of the bodies participating differs from the others, a suspension of action may be called for, in order that the representatives on the field may receive instructions from home.
(d) If, after an interval of eight months, no expression of opinion from the home authorities has been received, the objection raised shall no longer be deemed valid. 7.- CONVOCATION. (a) Convocation consists of the whole body of graduates of the University in all Faculties. (b) Convocation shall meet annually, receive a statement from the Senate as to the year's working of the University, and elect, by ballot, four members to serve on the Senate for the ensuing year. All nominations to be approved by the Senate. (c) It shall be the duty of the President of the University to preside at all meetings of Convocation. 8.- SENATE. (a) Subject to the reservation mentioned in Section 6 of this Constitution, the authority, in all matters connected with the University, shall be vested in a Senate. (b) The Senate of this University shall be composed as follows :-
All Missionaries assigned to University work by the Senate. One representative elected by the Chinese members of the Faculty from nominations approved by the Senate. Four representatives, elected by ballot annually by Convocation, from a list approved by the Senate. (c) The Senate shall annually elect the following officers of the University: - 1. President (who shall be ex officio president of Convocation and of the Senate). 2. Treasurer. 3. Secretary. 4. Registrar (whose duties shall be those usually pertaining to such offices). |

| (d) The Senate shall assign annually to the various departments: -
Those set apart as teachers by the bodies participating in the Union. Other persons, as may be required by the work of the University. (e) The Senate shall have general management. of the academic work of the University, including the Courses of Study, the preparation of curricula in the various departments, the examinations for degrees, scholarships, prizes, and certificates of honour. (f) The Senate shall grant degrees, on the recommendation of the Faculty, (g) The Senate shall have charge of all such matters as shall need to be dealt with, in a uniform manner, by colleges, schools, hostels, or students. (h) The Senate shall employ directly all Chinese teachers engaged in University teaching. (i) The Senate shall deal with all applications for admission into the Union, in accordance with Section 12. (j) The Senate shall arrange for the conducting of a weekly Service for all students of the University. (k) The Senate shall decide on the rules and standards for associated Colleges, and shall have power to admit the same. (l) The Senate shall control the current funds of the University, draw up an annual budget, and determine the contributions to be made by each College to the funds of the University, in accordance with Section 4 (d). (m) No body shall have a voting power on the Senate equal to halt the total membership. In the event of any body having a representation equal to or larger than that of all the other bodies combined, it shall decide which of its representatives, in order to conform with the above rules, shall be entitled to vote, and shall communicate their names in writing to the Secretary. (n) One-third of the total members of the Senate shall form a quorum, provided always that more than one-half of the participating bodies be represented. 9. - FACULTY. (a) All members of the teaching staff of the University, whether Chinese or foreign, upon their assignment by the Senate, shall become members of the Faculty of the University, and shall so continue as long as they are engaged in University work. |

e) 参议院总管学术事务:制定课程、各系教学大纲、学位考试、奖学金、奖誉证书等; f) 学位之授予须经教员推荐,由参议院核准; g) 凡需各学院、学校、宿舍或学生统一遵守之规章,由参议院订立; h) 大学所用之中国籍教师,由参议院直接聘任; i) 凡申请加入联盟者,由参议院按第12条办理; j) 参议院须安排每周为全体学生举行礼拜; k) 参议院制定附属学院之标准与规章,并有权核准其加入; l) 参议院掌管日常经费,编制年度预算,并按第4条d款决定各学院应缴费用; m) 任何差会在参议院之表决权不得超过总额之半;若某差会代表人数等于或超过其他差会总和,须自行书面通知书记削减投票人数; n) 参议院会议须三分之一成员出席方为有效,且须有过半数参与差会代表在场。
a) 凡经参议院指派之大学教师(华洋一律)皆为教员团成员,在职期间保持身份; |
| (b) The Faculty shall outline the Courses of Study, make recommendations regarding the conduct and time of Ex-aminations for various departments, and submit the same to the Senate for approval.
(c) The Faculty shall make recommendations to the Senate as to the granting of degrees, (d) The Faculty shall determine time tables, and grant dispensations from the lectures, laboratory work, and other exercises of the University. 10.- FINANCIAL. (a) The deeds of trust, endowments, and other property of the University not otherwise provided for, shall be held, on behalf of the University, by a Board of Trustees in the home lands, constituted be the Joint Commission. (b) The Funds of the University shall be drawn from the following sources :- i. Contributions from the Colleges. ii. Fees from matriculation, examination, and graduation. iii. Contributions for special objects from the bodies participating in the Union. iv. Special donations, subscriptions, and endowments, v. Any interest that may be derived from the above. (c) Endowments and funds for special objects shall be held by Trustees of the University, when not otherwise provided for by the donors. 11. - ADMISSION INTO THE UNION. Any body wishing to found a College, a School," or Hostel," or to contribute otherwise to the equipment or staff of the University, may make application for admission into the Union. Such application shall, in the first place, be dealt with by the Senate of the University, whose decision shall be subject to the unanimous ratification of the Boards already participating. In the control of the University, bodies founding a college or school, which may hereafter be admitted into the Union, shall have privileges identical with those of the four bodies uniting in the establishment of the University. The relationship to the University of institutions other than colleges and schools shall be determined by the Senate on their admission. 12.- WITHDRAWAL FROM THE UNION, (a) Any body participating in the Union, and desiring to withdraw therefrom, shall give to the Senate not less than twelve months' notice in writing of its intention so to withdraw, and the Senate shall promptly forward the same to each of the participating bodies. |

凡欲设立学院、学校或宿舍,或以其他方式(如捐赠设备或师资)协助本校者,可申请加入联盟。申请先由参议院审议,再经现有各差会董事会一致批准。 新获准设校之差会,在本校管理上享有与原四差会同等权利。 非学院、学校性质之机构,其与本校之关系于获准时由参议院另行规定。
a) 欲退出之差会须提前12个月书面通知参议院,参议院应立即转知各差会; |
| (b) Such body shall, before letting or selling any land or buildings acquired by it for the work of a College, or for other University purposes, offer to let or sell the same to the University. If the University accepts this offer, the price and conditions of sale shall be determined by mutual agreement, or by arbitration.
(c) The University shall be at liberty either to retain the land and buildings thus acquired, or to re-let or re-sell them to any one or more of the bodies participating in the Union. (d) The University shall not be liable to refund any sums which it may have received from the body withdrawing towards its general funds, or towards any special funds for equipment, or other University purposes. NOTES ON CONSTITUTION. 1.- University. By the term " University," as used in this Constitution, shall be understood an institution comprising a group of Colleges, providing instruction leading up to baccalaureate degree, and furnishing facilities for post graduate work. 2.- School. By the term "School" shall be understood an institution providing a building and a staff of teachers for giving instruction in any subject or group of subjects in connection with the University, but not enrolling students. 3.- Hoste. By the term " Hostel" shall be understood an association, consisting of a Principal and Students, and providing residential accommodation for the same, but not under any obligation to provide teachers or equipment for the University. 4.- Other Contributions. (See 12). "Other contributions" shall be understood to mean- (a) Teacher or teachers to the University staff, or (b) The furnishing of a building or equipment to the University. |
