謹向董事會提出，本次確認中宜附如下建議：
1. 關於「聖堂」（The Sanctum）現已製成之產品及其向各參與差會分配事宜，須依照差會弟兄所通過之方案辦理。 2. 授權我最終確立一所大學及（或）實驗所之章程；其經費由願意參與本方案之差會弟兄所屬高等教育事工基金撥充。 3. 彼等所陳 「總體籌劃」 ——即擬訂一合作方案，使眾差會得以聯合從事此項工作——使吾人於大學氛圍中，仍得保有與個人心靈自由相符之精神，並與眾議既定之方案保持一致…… 4. 關於共同運作事項之聯合委員會，已請設立一常設機構，由每一參與差會各派一名代表（共五人）組成，以便進一步研議本方案之細節，並提交差會審議。 5. 各差會如欲參與大學及（或）實驗所，得由該差會弟兄推選二人，經董事會認可，依所定規則擔任職務； |
