| CONSTITUTION OF THE WEST CHINA MISSIONS ADVISORY BOARD.
This organization shall be known as the West China Missions Advisory Board. Article 2. OBJECT. The object of this Board shall be: (1) The promotion of a spirit of harmony and co-operation among the different Missions at work in west China. (2) To make such arrangements as shall tend to the speedier and more complete occupation of the entire field. (3) To consider and advise upon any questions which may arise relating to the division of the field or to Mission policy generally. ARTICLE 2. MEMBERSHIP. (1) This board shall be composed of the duly appointed representative of each Mission laboring in West China. (2) Any Mission laboring in more than one of the Western Provinces shall be entitled to have one representative for each Province occupied. (3) The China Inland Mission, Eastern Sz Chwan, and China Inland Mission, Western Sz Chwan, shall be entitled to one representative each. (4) The Bible Societies working in West China shall be regarded as one Mission, and shall be entitled to one representative, appointed by the agents in West China. (5) The Young Men's Christian Association may appoint one representative. ARTICLE 4. OFFICERS. The officers of the Board shall consist of a Chairman; Vice-Chairman; Secretary; Treasurer, and Statistician. They shall be chosen by ballot at each annual session and shall hold office for one year, or until their successors are elected. (1) The Chairman and Vice-Chairman shall perform the duties usually pertaining to their offices. (2) The Secretary shall keep a record of the meetings of the Board, and shall send a copy of such records to each of the Missions, Societies or Associations represented on the Board. He shall conduct the official correspondence of the Board. All matter for publication shall receive the sanction of the Board. (3) The Treasurer shall receive and disburse all funds of the Advisory Board. (4) The Statistician shall collect statistics from the several Missions laboring in Weet China; shall arrange same and present to the annual meeting of the Board. |
华西差会咨询部章程

本组织定名为“华西差会咨询部”。
1. 促进华西各差会间和谐与合作之精神; 2. 筹划办法,以期更快、更全面地占领整个工区; 3. 凡涉及工区划分或一般差会政策之问题,得予以审议并提出建议。
1. 凡在西华服事之差会,各得委派正式代表一人; 2. 若某一差会同时在西部数省工作,每占一省得增派代表一人; 3. 四川东部内地会及四川西部内地会,各得派代表一人; 4. 在西华工作之圣经公会,视为一个差会,由当地代理人共同推举代表一人; 5. 基督教青年会(Y.M.C.A.)得派代表一人。
本部设主席、副主席、书记、司库、统计员各一人,由年会投票选举,任期一年,至新职员选出为止。 1. 主席、副主席执行通常职务; 2. 书记负责记录会议,并将记录送交各代表所属差会或机构;所有对外发表之文稿,须先经本部认可; 3. 司库收支本部一切款项; 4. 统计员收集西华各差会统计资料,整理后提交年会。 |
| Article 6. COMMITTEES.
The standing Committees of this Board shall be: Publishing; Educational; Anti-Opium, and Anti-Foot binding, also four sub-committees. These committees shall be elected annually by ballot and shall present yearly written reports. Article 6. MEETINGS. This Board shall meet at least annually for the transaction of its business. The Secretary in consultation with the Secretaries of the sub-committees shall decide the time of holding the annual meeting of the Board. Article 7. AMENDMENTS. This Constitution may be amended by a vote of two thirds of the members of the Board present at any annual session. BY-LAWS OF THE WEST CHINA MISSIONS ADVISORY BOARD. Article 1. DUTIES OF STANDING COMMITTEES. (1) PUBLISHING COMMITTEE. This committee shall consist of three members whose duty it shall be to attend to all matters connected with the publishing of the West China Missionary NEWS. The committee shall act conjointly with the local sub-committee. Any vacancies occurring during the year shall be filled by the local sub-committee. (2) EDUCATIONAL COMMITTEE. In view of the fact that the Committee of Primary and Secondary Education is a representative body of Sa Chwen Missions, and as it is willing to report to this Board annually, we recognize it in lieu of an Educational Committee directly appointed by this Board. (3) ANTI-OPIUM COMMITTEE. This committee shall consist of two members, whose office it shall be to collect general and specific information in the whole subject of opium, in its relation to the three Western Provinces, and who shall devise and recommend means whereby the Missions body may co-operate in unitedly fighting this great evil. (4) ANTI-FOOT BINDING COMMITTEE. This committee shall consist of two members whose work shall be the gathering of information regarding foot binding in the West, and who shall seek by reports and recommendations to this Board to keep alive an active anti-foot binding crusade. |
五、常设委员会
设出版、教育、禁烟、反缠足四常设委员会,并附设四个地区小组委员会;各委员会每年由年会投票选出,并须提交年度报告。
本部每年至少开会一次,处理会务。书记与各小组书记会商决定年会召开时间。
本章程可在任何年会由出席会员三分之二多数通过修订。
华西差会咨询部细则
1. 出版委员会:由三人组成,负责《华西传教士新闻》一切出版事务,与当地出版小组协同办理;年内如有缺员,由当地出版小组补选。 2. 教育委员会:因“川省中小学教育委员会”已为代表性机构,并愿向本部年报,故本部不再另设教育委员会,即由该机构代行。 3. 禁烟委员会:由二人组成,搜集西部三省鸦片问题之一般及特殊资料,设计并建议各差会联合抵制此害之办法。 4. 反缠足委员会:由二人组成,收集西部缠足情报,借报告及建议使反缠足运动保持活跃。 |
| (5) SUB-COMMITTEES. There shall be four sub-committees of representatives of the Advisory Board, who shall act for the Advisory Board during the interval between its annual meetings.
(a) These sub-committees shall have centres at Chungking, Chentu, Yunnan and Kweichew. (b) The secretaries of these sub-committees shall be appointed annually by the Board. (c) Sub-committees are authorized to confer about local or emergency matters; or questions referred to them by the General Secretary. (d) Sub-committees may meet at any time at the call of the Secretary. (e) Sub-committees shall send the result of their deliberations to the General secretary, to be submitted by him to the other members of the Board for their approval or otherwise. (f) The Northern Sub-committee shall consist of the representatives of the Church Missionary Society, American Baptist Missionary Union, and the representatives of the Missions working in Chentu. (e) The Southern sub-committee shall consist of the representative of the China Inland Mission, Eastern Sz Chwan, and the representatives of the Missions working in Chungking. (h) The Yunnan Sub-committee shall consist of the representatives of the Bible Christian Mission and the China Inland Mission. (i) The Kweichow Sub-committee shall consist of the representative of the China Inland Mission. (j) All members of the Advisory Board when present shall be considered ex-officio members of any sub-committee. (k) That in the event of a Mission working in a Sub-committee centre whose representative on the Advisory Board is not resident there, such a Mission shall have power to elect one of its members to act on the Sub-committee. Article 2. DIVISION OF FIELD. (1) On any question that may arise in relation to division of territory the China Inland Mission, Eastern Sz Chuan, and the China Inland Mission, Western Sz Chwan, shall be regarded as one Mission, with the right to but one vote, that vote to be cast by the representative of the district concerned. (2) This Board shall exercise advisory powers in all questions pertaining to the occupation and division of fields. (3) No Mission shall occupy new territory, or start new work in a district already occupied by another Mission, without first having laid the matter before the Advisory Board. |
5. 地区小组委员会:共设四组,于年会闭会期间代表咨询部行事。
a. 分组中心:重庆、成都、云南、贵州; b. 各组书记由年会每年指派; c. 小组得就地方或紧急事项,或总书记交议事件进行磋商; d. 小组经书记召集,可随时开会; e. 小组议决结果应送总书记,由其转送全体委员认可或否决; f. 北小组:由圣公会、美浸礼会及成都各差会代表组成; g. 南小组:由四川东部内地会及重庆各差会代表组成; h. 云南小组:由圣经基督教会与内地会代表组成; i. 贵州小组:由内地会代表组成; j. 咨询部任何委员到场者,均为该地小组之当然成员; k. 若某差会在某小组中心工作,而其咨询部代表未驻当地,该差会得另选一人参加该组。
1. 凡遇划分领土问题,四川东部内地会与四川西部内地会视为一个差会,仅有一票,由该区内之代表投票; 2. 凡关于占领及划分工区之事,本部仅行咨询之权; 3. 任何差会欲占新区域,或于已驻有他差会之城市开新工,须先提交咨询部审议; |
| (4) Where cities are regarded within the sphere of one Mission, the districts governed by those cities, shall be considered as rightfully belonging to such Mission.
Article 3. PUBLICATION. The West China Missionary News shall be known as the official organ of the Advisory Board, and all-important communications or notices shall be made through its columns. Article 4. EXPENSES. The running expenses of the board shall be met by pro rata contributions from the various Missions and Societies represented; the annual amount not to exceed twenty tacle. Article 5. ANNUAL MEETING. That all matters to be brought before the Advisory Board at its annual meeting, shall be presented by the duly accredited representatives of the Mission interested. Article 6. QUORUM. A majority of the members of the board shall constitute a quorum for the transaction of business at any annual meeting. Article 7. RULES OF ORDER. The rules contained in "Robert's Rules of Order" shall govern the Board in all cases to which they are applicable, and in which they are not inconsistent with the By-laws of this Board. |
4. 若某城市已划归某差会,则其管辖之周围地区亦归该差会。
《华西传教士新闻》为本部正式机关报,一切重要通告均于该报刊登。
本部常年费用由各差会及机构按代表人数比例分担,每年总额不超过二十两。
凡提交年会讨论之事项,须由有关差会正式代表提出。
年会须有全体委员过半数出席,方得开会处理事务。
凡适用且不与本部细则冲突者,概以《罗伯特议事规则》为准。 |
